A department is not linked to colleges by a multi-select. It sits in the org_units tree via org_unit_id, and colleges_schools rows carry their own org_unit_id link — the relationship is expressed through that hierarchy, not through a join table here.

Validation Rules
- Department Code must be unique
- Parent Department cannot create circular references
- GL account codes should follow institutional format
